 Just checked where raster2pgsql is going and by default it goes into
 PGSQL_BINDIR, which is different than shp2pgsql.  I'll have to tweak that
 to match that of shp2pgsql.  But, that still doesn't explain the /usr/ and
 /usr/bin...
