 I'd say merge any valid details to `README.postgis`, then rename
 `README.postgis` to simple `README`, without an extension.

 It's a minor detail, but !GitHub (i.e. https://github.com/strk/postgis)
 scans for a `README` file to display when viewing a directory (e.g.
 [https://github.com/strk/postgis/tree/master/doc doc/] has a `README`).
