 Testing with SVN r9513.

 After loading `legacy_minimal.sql` into a database, `uninstall_legacy.sql`
 will fail due to missing items.

 Current workaround is to layer on a full install of `legacy.sql` and then
 peel everything off with `uninstall_legacy.sql`.
