[postgis-devel] Minimum version of GDAL for PostGIS 2.1

+1 for me.  Somehow I didn't vote.

With 7 yes votes and 0 votes of any other kind, I'll commit the code
later making the minimum version of GDAL be 1.8 for PostGIS 2.1.
