Both 2.2 (trunk) and the 2.1 branch build successfully without GDAL's
dep-libs (as does the 2.0 branch, which never used it). Both 2.1 and 2.2
pass all the regression tests, except for a non-raster related test, which
I'll elaborate in a separate email.
