[postgis-devel] ALTER EXTENSION postgis UPGRADE to '2.1.1'

In the dirty hack category, creating a symlinked postgis-2.0.so from
postgis-2.1.so should work. Also filtering the extension upgrade
script to lack this postgis_major_version_check function would work.
