Yep, I was referring to "postgis core".
You're right there's an inconsistency, but there will still be an inconsistency
until we also switch "PostGIS Core" (and liblwgeom) to GPLv2+, or raster
could not be interpreted as v1, so wouldn't be "any version" like core.
