Yes, I think that makes sense at least for now. In the future this could 
have a lot of tables, but as we discussed earlier, one can load the 
extension copy the tables they need and then drop the extension.

Thinking about this, once you standardize your data, you need to keep 
the lex, gaz, rules tables with that data so future standardization 
calls generate compatible results. It is possible that in a version 
upgrade that the extension data has changed so you would NOT want those 
tables changing in your geocoder without restandardizing the reference 
data. So it makes sense to install and copy the desired tables. We 
should explicitly document that they should copy and drop the extension.
