Highly unlikely.

The transition freeze in preparation for the Debian buster release is
January 12th, the soft freeze on February 12th, and full freeze on March
12th. [0]

This means that proj 6.x and pretty much everything else that gets
updated after those dates will live in the Debian experimental
repository until the buster release is final.

So unless Ubuntu people repeat their brainfarts and sync packages from
Debian experimental or even upload UNRELEASED revisions from the package
git repository without coordinating with the maintainer in Debian,
Ubuntu disco will not have PROJ 6.
