[postgis-devel] PATH required on make check

Running make check with no special path requirements runs fine on several
tests until the raster tests.  All tests until then appends
/use/local/pgsql/bin to the path ( from --with-pgconfig parameter??)
but it does not append it on the raster tests.  Need documentation or
consistency?
