[postgis-devel] Code formatting digging in

Komzpa was doing some tests with clang-format in GH[1], but apparently it
was
having some issues with the codebase.

Even if it's not automatic (as part of the PR process) I would be happy
having
a .clang-format file with the accepted style in the project to use it
locally
(as a precommit check). The "accepted style" is the important par here as it
should work globally (and not per file / folder).
