[postgis-devel] PSC Vote: Release PostGIS 2.5 alpha 1

As mentioned in earlier thread, PostgreSQL 11 beta came out last week.  So
now is time to seriously start thinking about PostGIS 2.5 release.

This is not a feature freeze.  Just a "Let's get some tagged builds out
there" for people to use with PostgreSQL 11.

I'd like to make a PostGIS 2.5.0 alpha1 either this weekend or early next
week as suggested by Darafei and seconded by Raúl.
