[postgis-devel] 2.5.0 NEWS

Greg,

I tried to get rid of all the things that were released in other micro versions.

So unless I missed some spots, which is pretty likely, all the 

Enhancements  and Fixes - were changes too dangerous to backport to older versions or required API changes.

The interim things in RC1, RC2, betas I got rid of cause they weren't new things and most were things that went into 2.4 micro.

Anyrate we'll discuss at upcoming sprint in Boston this coming week, on rules of how these should be specified.
