[postgis-devel] Bump GDAL and Proj versions for PostGIS 3

My thought is support Debian stretch at this point since buster just came
out today(?).  That all least gets us to 2.1gdal and 4.9 proj.  BTW buster
has postgis 2.5.1 while stretch has 2.3.1.  Move on from Jessie (1.10.1
gdal and 4.8 proj)
