This was done on purpose, If postgis 3.1 comes it will be compatible
with 3.0 (otherwise it'll be 4.0).

If you really need it, you can get the old behaviour back
using `--with-library-minor-version` during configure, but the idea
is that this shouldn't be neccesary.
