[postgis-devel] Enabling wagyu by default

Sounds all good to me.  I'll try to test --with-wagu today to confirm I see no show-stoppers (at least building under mingw64).

As we said this might just be a temporary issue anyway until we beef up GEOS and we've already forked it so to speak so not reliant on MapBox.  If they don't take our patches so be it.
