I upgraded that one to a blocker.  Originally I thought it was my local
setup, but  Myon pointed out he's having the same issue with building
apt.postgresql.org packages.

I was hoping we could release PostGIS 3.0.0 RC1 this weekend, but it seems
there are some blockers standing in the way.

 

https://trac.osgeo.org/postgis/ticket/4522  -- this got introduced with the
array agg change between beta1 and RC1.  Only seems to affect 32-bit so
maybe it shouldn't be considered a blocker , but I fear it might signal
something else wrong that 32-bit picks up on first because it has lower
address range.

 

https://trac.osgeo.org/postgis/ticket/4521 - this was medium, but I changed
to a blocker, because I thought we had already resolved this issue.  I
haven't had a chance to confirm if it's still an issue or not.
