[postgis-devel] Move PostGIS development upstream to git/github.

Hi,

This is spin off Regina's proposal and Even's/thread's comments.

Move PostGIS development to github, and move tickets to github. Keep gitea
and gitlab as mirrors, same as they currently are.

GDAL, QGIS have already landed on GitHub. Statistically most of development
in PostGIS in last year happened there.

To move tickets to Github, there's a special process already implemented by
Paul Ramsey:
https://github.com/pramsey/postgis-to-github/.
