Meanwhile I've done some more:

  [x] Make GIT browsable by Trac
      (done: https://trac.osgeo.org/postgis/browser/git)
 
  [x] Make GIT post-receive hook send mail to postgis-commits
      (done: https://lists.osgeo.org/pipermail/postgis-tickets/2019-October/020489.html)
 
  [x] Make GIT post-receive hook trigger updates to Trac tickets
      and disable the corresponding SVN hook
      (done: https://trac.osgeo.org/postgis/ticket/4564#comment:1)
  [x] Update mirroring script to stop using SVN and simply
      mirror the official GIT repo to gitlab and github.
 
  [x] Turn SVN to read-only mode

  [x] Update HOWTO_RELEASE
      (done, please review: https://git.osgeo.org/gitea/postgis/postgis/src/branch/master/HOWTO_RELEASE)

  [x] Update WIKI to reflect new situation
      (done: https://trac.osgeo.org/postgis/wiki/CodeRepository)

  [/] Update PostGIS manual to reflect new situation
      (done some of it, probably needs more)
 
  [ ] Grant current postgis committers write access to the GIT
      repository (anyone missing that?)

  [ ] Announce change to postgis-users ?
