[postgis-devel] New GIT mirror with OpenID login capabilities

For those who may want to send Pull-Request with no
account other than self-hosted OpenID login, we
now have another mirror on gitea.com:

  https://trac.osgeo.org/postgis/wiki/GiteaCom

If we'll ever want to add a step to "check all pending
pull requests" in the HOWTO_RELEASE, we could point
to the above wiki page..
