[postgis-devel] PSC Vote: Add Phillip Ross to PostGIS Docker Hub org

There does seem to be multiple overlapping efforts to get docker
images going for the latest and greatest postgis versions, and that is
great, but I see this particular ticket as a request for the official
postgis project to take over mdillon's work so he can relinquish
maintaining it.  At this point I think most can agree that his images
are the closest to a de facto that exists, and he's expressed that it
needs a new home and makes the most sense to be with the official
postgis project.  As I'll have some free time during the next few
weeks, I've volunteered to dedicate some time to digging through the
issues and get this new home established.  Once that's accomplished,
all the wonderful ideas and work that I see happening around docker
images can hopefully be funneled together in a more collaborative way
;)
