[postgis-devel] PSC Vote: Add Phillip Ross to PostGIS Docker Hub org

Phillip, thank you so much for taking over this project!  It has a huge
importance to the OpenMapTiles community.  I just hope we can continue
using GitHub as a collaboration platform :)
