[postgis-devel] PSC Vote: Add Phillip Ross to PostGIS Docker Hub org

[Phillip Ross]

Currently the mdillion postgis images are layered on top of the debian
and alpine variants of the official postgres images.  I'm hoping that
it continues to be possible to layer on top of official postgres
images even with latest versions of postgis ;)
