[postgis-devel] PostGIS 3.1.0 plans

I doubt I'll be attacking major features, just working on GEOS 3.9. 
Should be keeping CAPI the same, so should slot underneath cleanly... except god help us with regress. 
We'll see the full pain there in due time.
