[postgis-devel] PostGIS 3.1.0 plans

For 3.1, I want to tackle two things more:

 - Bring in the -flto link time optimization flag. It had problems with
freebsd bots so needs either an autodetect of freebsd to disable it or some
help from BSD users to get it right there too.
 - XMeans math, which is a KMeans that autotunes K while clustering.

I expect to work on these during August.
