[postgis-devel] PSC Vote: Github move from travis-ci.org to travis-ci.com - big mess now sorry

I've moved the main Github repository
(https://github.com/postgis/postgis) from travis-ci.org to
travis-ci.com. In other projects this has sped up things back to the
old normal but I don't know if it will have the same impact there so
it would be great if someone wants to work on moving that CI to Github
Actions if that's faster or more reliable.
