OK, fixing up that, here's what actually happens (still bad)

postgis25=# alter extension postgis update to '3.1.0dev';
WARNING:  unpackaging raster
WARNING: PostGIS Raster functionality has been unpackaged
HINT:  type `SELECT postgis_extensions_upgrade();` to finish the upgrade. After upgrading, if you want to drop raster, run: DROP EXTENSION postgis_raster;
ALTER EXTENSION
postgis25=# SELECT postgis_extensions_upgrade();
NOTICE:  Updating extension postgis 3.1.0dev
NOTICE:  Packaging extension postgis_raster
ERROR: CREATE EXTENSION ... FROM is no longer supported
LINE 1: CREATE EXTENSION postgis_raster FROM unpackaged SCHEMA publi...
                                        ^

postgis25=#

So, as expected, the raster repackaging step fails because "from unpackaged" has been removed.
