[postgis-devel] docker hub image is behind

Thanks for your work on this Imre.

I was thinking it might makes sense to put together a separate github
actions workflow that would run periodically, run the update script
for the main branches of the projects, attempt to build everything,
and simply report success or failure  It wouldn't necessarily push
container images to dockerhub or anything beyond just catching
problems closer to the times in which they are induced.

I'm not sure when I can get to it myself, but if you'd like to take a
stab at it, I'll have the bandwidth to at least review it.  It's not a
pressing matter, but more of a nice-to-have ;)
