[postgis-devel] spatial_ref_sys

I'm okay with not backporting as long as we make clear we don't update
spatial_ref_sys.

I think all users assumed an upgrade would provide new spatial_ref_sys
entries as well.

So some documentation needs to be in place to note that and what to do about
it if we don't include in upgrade scripts.
