Do they also assume "new spatial_ref_sys" includes changes to
previously known SRIDs ? I think Dronie did find some changes in
a bunch of SRIDs between PostGIS versions, didn't it ?

And if we include it in the upgrade script we ALSO need to document
what to do about existing SRIDs which would _still_ NOT be updated
by the extension upgrade (ON CONFLICT DO NOTHING).
