[postgis-devel] heads-up: PROJ_LIB is now deprecated (use PROJ_DATA)

- this change will affect many projects (including PostGIS, which I 
believe leverages this variable on several build servers)
- for a full description, see the ticket filed : 
https://trac.osgeo.org/postgis/ticket/5188
- note that this will be for the PROJ 9.1 release, but it's good for all 
projects to be ready for this upcoming change
