Speaking of Proj items below.
Note to packagers:
Do you build proj > 7 ?
If you build proj
1) Do you have it built with curl support
2) If you have built with curl support
Do you have the default set to PROJ_NETWORK=ON?
3) If you do neither of the above, how much of the https://cdn.proj.org/
Do you ship?
