PSC Vote: committer rights Loïc Bartoletti

I'd like to propose that we give Loïc Bartoletti PostGIS committer rights.

For those who don't know him, Loïc Bartoletti is the key maintainer for the
SFCGAL project 
and the postgis_sfcgal extension.

Coming in PostGIS 3.5.0 there will be many more new additions to the
postgis_sfcgal.
He has also helped with our ci agents.

I have already had him read our contributor guidelines
https://postgis.net/development/rfcs/rfc05/
and accepts them.
