[postgis-devel] PSC Vote: Drop support for GEOS 3.6 in PostGIS 3.5.0

GEOS 3.6 is EOL'd.  In fact GEOS 3.7 is too, and yet we still support those.

I propose to say bye bye to GEOS 3.6.  I think most distros these days (even
Debian Buster) are running GEOS 3.8 or above.

I'd like to drop 3.7 too, but I feel dropping too versions in one cycle may
be a bit much.

Before we drop GEOS 3.6, I'll upgrade the docker image that dronie and
woodie use from GEOS 3.6 to GEOS 3.7.  Though I am thinking maybe we should
upgrade to GEOS 3.8.
Do we really need to test GEOS 3.7 when probably / hopefully no one will be
using it for PostGIS 3.5?

+1 to drop GEOS 3.6 

I'd like to hear if anyone has concerns, both PSC and just general packagers
/ developers.
