geog_brin_inclusion upgrade issue

I realized I'd reported this problem before, a few years ago:

I thought I remembered something about this before, but failed to find
it until now.

I can see from the log timestamps (Apr 09 16:51:44) that this is (one
of) the instances that had an issue before, where I hacked the CREATE OP
CLASS command to make the upgrade work.

There was definitely an upgrade issue, but it's been a few years, and if
nobody else has complaind, then it seems like the thing to do might be
to drop postgis and reinstall it.
