PostgreSQL 18beta1 should we release a PostGIS 3.5.3

OK for PostGIS 3.5.3.
About PostGIS 3.6.0 ok for an alpha version.
But, from SFCGAL we would like to add algorithms from 2.1.0 :
- 3D Alpha Wrapping (GH-801 in progress)
- CDT Simplification (not yet pushed, but ready)
And we have to fix 3D Buffer documentation.
And maybe:
- Fix/Add M support
- Fix ST_NumGeometries/ST_NumPatches/ST_PatchN for PolyhedralSurface /
TIN [1]
