PostgreSQL 18beta1 should we release a PostGIS 3.5.3

Yah that's fine.  That's why I was proposing an alpha for 3.6.0, cause alpha means we can still add new features.  But it provides a tagged version that packagers can work against.  
They won't be packaging 3.6 unless if there is a tagged version of it.
