Weird issue in the PostgreSQL 18/ PostGIS 3.6 stack for Windows

Hi Regina.

I am using the PostGIS 3.6 installer for PG 18 that was released yesterday.

When using raster2pgsql from command line it gives me an error of proj.db
not found, although PROJ_LIB is in environment, and correctly specified

Raster gets created successfully though.
