3.7.0 dev version issues

Hi Regina

I have installed the exe of 3.7.0 that you provided last week.  I have
tried updating it with the dev versions the last few days, (overwriting the
files in PostgreSQL folder on Windows), and now my PostgreSQL server
refuses to start.

Any idea on how I could do troubleshooting?
