[Motion passed] Drop support for GEOS < 3.10 in master branch

I've pushed commit 8d6df5b8ef368723a125c62494a31b820b245413 in master
branch to now require GEOS-3.10 as the minimum (for 3.7.0)

Cleanups will follow
