Comment:

 I'm switching this to a blocker. though seems like a trivial issue, we
 can't very well release a 2.2 that doesn't even pass make check on 9.4.
 9.4 is planned to be released in 3rd quarter 2014.  If we can't make a
 release for 2.2 by then, we are going to have do another 2.1 release and
 backport whatever fix we have here.
