Comment(by strk):

 There seems to be a different handling of dependencies between "all" and
 "install" rules, the "all" rule wants XSLTPROC, XSLBASE and IMAGEMAGICK
 while the "install" rule only wants XSLTPROC.
 Could this be the source of the problem ?
