Comment:

 I still have the issue with its building with GDAL 1.10.0 (not sure where
 it's getting that from).  However I discovered I had accidentally polluted
 my postgresql bin folder with libgdal1.dll (from 1.9.2), so it was picking
 that up but the code was compiled with 1.10.0 which I think was what was
 causing the crashing.  Once I deleted that file and the gdal-data folder I
 had also accidentally copied, it started passing regression again.
