 Hum... The original idea was to be able to compute overviews on table even
 if they don't have constraints. We wanted the function to work also on
 irregular coverage and to provide ST_MakeEmptyCoverage() as an extra
 function since it can be useful for other applications.

 It is true that scale should be the same for all tiles in the table. Could
 it be otherwise?
