 We only use short names. The ESRI is really "ESRI Shapefile" which IS the
 short name for the OGR shapefile driver. Are you specifying "ESRI
 Shapefile" in postgis.gdal_enabled_drivers GUC? For 2.0, we only look at
 those drivers with a raster component so no vector drivers are possible.
