Comment(by strk):

 r12972 moves ST_Retile under "raster constructors" and adds a note about
 difference from ST_Tile, plus links ST_Resample. But then r12973 removes
 the references again as I realized the documented difference wasn't clear
 at all.

 I don't plan to work on improved documentation or changed signatures for
 this before one or two weeks from now so if anyone feels like expressing
 better the various differences, please go ahead
