 Sorry robe, I just saw this....
 The first thing I would check is whether the correct tolerance distance is
 making it to where it's needed at line 164 of lwgeom_geos_cluster.c.

 I would work on this myself if I had a Windows build environment set
 up....you don't have anything I could RDP into, do you?
