 Committed at r13972 to use the postgresql pgconfig installcheck machinery.

 I'm not sure how to trigger it as part of our battery of tests, and
 perhaps it shouldn't since it won't work if not installed. (and given most
 of our other tests work without installation, probably best to leave it
 like this for now) and document how to test in docs.

 I changed winnie's regress script to do the above.

 I'll close this ticket once I've put steps in installation docs section
 and cleaned up tests so not failing on winnie.
