 @pramsey I installed both versions that day, along with Postgres, so there
 were no older versions that could have crept in. First was POSTGIS="2.1.5
 r13152" and when that failed I rolled back to what was on my (linux-based)
 laptop, POSTGIS="2.1.3 r12547".

 I'll set up my Win8 VM and test this out.  Maybe it was a "his-machine"
 issue somehow, but it was defiantly not due to a version of PostGIS that
 was previously installed.

 I'll leave this closed until I can reproduce it in my VM.
