 OK, this has been a good process, the patch is now much more sensible
 (IMO) and committed at r13367.
 I have *not* changed the regress tests, they are going to fail, but that's
 on purpose, because I want you to review the failures and make sure they
 are sane to you. To my eyes they look right.
